Scout Oliver serves as Quest’s research analyst, providing research and data analysis in support of site selection and economic development consulting projects. She assists with site and infrastructure assessments, demographic analyses, labor market evaluations, financial modeling, and tax and incentive review. Additionally, Scout manages Quest’s proprietary labor union database, analyzes location data in geographic information systems (GIS) such as ArcGIS Pro and Esri Business Analyst, oversees Quest’s workforce data through Chmura’s JobsEQ platform, and supports business development marketing efforts. Scout received a Bachelor of Arts in both Economics and Environmental Studies from Johns Hopkins University.
